According to ISO 4064, for a 1/2″ water meter with an R160 accuracy class, typical flow rate parameters are as follows:

The installation orientation of a 1/2″ water meter is a key factor influencing its measurement accuracy, and this sensitivity varies based on the meter’s design. For horizontal-type water meters, installing the meter in a horizontal position generally yields the highest accuracy, typically outperforming a vertical installation for the same meter model.
